This overview session introduces the new duties contained in Homelessness Reduction Act (HRA). 

It explores the difference in treatment of non-priority need applicants under the new law, and what additional assistance all applicants might receive overall from their local authorities.

The course will cover:

  • Understanding the current prevention duties
  • How local authorities should process applications under the HRA
  • The new approach to preventing homelessness - including those deemed not to be in priority need
  • The relief duty owed all those who present to local authorities as actually homeless
  • Recognise what decisions relating to the new duties can be challenged by review, and when these are likely to be successful
